The Lifecycle of a Charitable Donation at SATA CommHealth: From Gift to Impact

SATA CommHealth's Mobile Medical Services funded through Charitable Donations

When you make a donation to SATA CommHealth, your gift begins a carefully managed journey designed to maximise impact and transparency. Below is an explanation of how every step works behind the scenes, so you understand exactly how your charitable donation becomes real healthcare support in Singapore.

Key Takeaways

  • All donations to SATA CommHealth qualify for a 2.5x tax deduction as it is an approved IPC.
  • SATA CommHealth applies strict governance and fund allocation rules to honour donor intent and operational needs.
  • We measure and report real outcomes (patient visits, home care, transport) so donors see impact.
  • Strong donor stewardship (updates, recognition, recurring programmes) helps convert one-time givers into sustained supporters.

Why Every Donation to SATA CommHealth Matters

SATA CommHealth is a charitable healthcare organisation in Singapore, serving seniors and vulnerable populations through community-based primary care, home services, rehabilitation, preventive screening and more.

It was formerly the Singapore Anti-Tuberculosis Association before evolving into a broader community health mission. In recent years, SATA CommHealth has handled around 200,000 patient visits annually across its medical centres and outreach services.

While public funding covers part of our work, your donations fill critical gaps:

  • Bringing doctors and nurses to homebound seniors
  • Funding mobile medical vans and outreach
  • Providing subsidised medication and rehabilitation support
  • Ensuring no senior is left behind due to cost or mobility challenges

As an Institution of Public Character (IPC), all donations above $10 made to SATA CommHealth are eligible for 250% tax deductions to encourage further giving.

What Happens After You Give?

Every donation undergoes a transparent and accountable three-step process, ensuring it reaches those who need it most.

Step 1: Intake & Acknowledgement

Once a donation is made, here’s what happens:

  1. Confirmation & Data Capture: We immediately receive notification (or manual verification) of the donation. We collect donor details (name, NRIC/FIN/UEN, and contact information) if they are not already provided.
  2. Issuance of Tax-deductible Receipt: We issue a tax-deductible receipt in compliance with IRAS/IPC requirements.
  3. Record-keeping and Audit Trail: The donation is logged in our donation management system. The record includes date, donor identity, amount, channel, and designation (if any). These records are maintained for at least 5 years per statutory requirements for IPCs.
  4. Welcome/Thank You Communication: Donors receive a prompt thank-you email or letter, acknowledging the gift, confirming tax deduction eligibility, and outlining next steps or impact expectations.

Transparency at this initial stage fosters trust and assures donors that their gift is being handled in a proper manner.

Step 2: Allocation & Fund Management

We then determine how to utilise donations, subject to governance and constraints.

  1. Restricted donations (e.g. “Doctor-On-Wheels” or “Homecare Fund”) are earmarked strictly for that purpose.
  2. Unrestricted donations support critical operations and help fill funding gaps.
  3. Our Finance Committee and Board review all allocations to ensure proper use, transparency, and alignment with SATA CommHealth’s mission.
  4. Segregated accounts and audits maintain financial integrity, preventing any commingling of funds.

Because SATA CommHealth holds IPC status and Charity Governance Awards, every donation is used with accountability and purpose.

Step 3: Turning Donations into Care

This is where your donation directly supports beneficiaries. Here are the key programmes supported by donations:

How to Benefit from the 250% Tax Deduction

To be tax-deductible under IRAS rules:

  1. Donation to an approved IPC (like SATA CommHealth).
  2. Free-will gift, with no material benefit or return.
  3. Irrevocability: The donor relinquishes control over the gift at the time of donation.
  4. If a donor imposes conditions, they must comply with the requirements under Section 37 of the Income Tax Act.

Eligible donation types include:

  • Cash donations
  • Shares / publicly listed units
  • Artefacts
  • Land & building
  • Public art (via relevant scheme)

How much deduction is allowed?

You can deduct 2.5 times (250%) of the qualifying donation value (i.e. donation × 250%) from your taxable income. For example, if you donate $100, you’ll enjoy a $250 deduction from your taxable income. Unused deduction amounts may be carried forward up to 5 years if not fully used in the current assessment year.

Is a claim required?

Not always. If you include your NRIC / FIN / UEN in the donation reference, the donation details are transmitted electronically, and the deduction is automatically reflected in your tax assessment. You don’t need to attach donation receipts when filing your tax return.

Important Reminders

  • The donation must be made by 31 December of the year to count for that year’s tax assessment.
  • Benefits or returns to the donor (e.g. services, goods) may reduce the allowable deduction, based on net amount.
  • Donations to foreign causes generally do not qualify, unless they are made under specific overseas humanitarian schemes.

Including this tax incentive boosts both public trust and the likelihood of giving, aligning donor interests with impact.

How Do We Prove Results and Stay Accountable?

We use multiple mechanisms to measure and report impact:

    • Key Performance Indicators (KPIs) that track the number of patients served, home visits, service utilisation, and cost per service.
    • Annual reports & audited financial statements are published via the Charity Portal for public view. You may also check it on our website.
    • Donor reports/impact updates in periodic newsletters, or donor-specific reports summarising how donations were used.
    • External recognition, such as the Charity Governance Awards and Charity Transparency Awards, we’ve received in multiple years.
    • Governance oversight through the board, audit committees, and internal controls ensures that fund flows and compliance are supervised.

Common Donor Questions (FAQ)

What happens if I want a portion of my donation directed to a specific programme?

You can make restricted donations by specifying the programme (e.g. “Homecare fund” or “DOW”). We will segregate that gift and apply it strictly to that programme, unless circumstances require donor consent for redirection.

Can I donate services, equipment or property?

Yes, but donations of services, equipment or items are not eligible for tax deductions. Only property donations will be eligible for a 250% tax deduction. But not all will qualify. Equipment and services (e.g. computers) are less likely to be accepted as tax-deductible. Non-cash gifts must follow IRAS rules on valuation and eligibility.

What if I donate after 31 December?

Donations must be completed by 31 December to count for that calendar year’s tax relief. Donations made after the current year will apply in the following year’s assessment.
