PCP Primary Care Plan for Work Permit and S Pass Holders in Singapore

SATA CommHealth is one of the Anchor Operators that provides Primary Care Plan to work permit workers in Zones B, C and D.

A PCP is mandatory for Work Permit holders (excluding MDWs) and S Pass holders who stay in dormitories or work in the construction, marine shipyard or process (CMP) sectors.

Appointment Booking for PCP Medical Examinations and Work Pass Renewals

Effective 15 August 2022, all clients will be required to book an appointment before making your way to our clinics for new work permit worker full medical examination and Work Pass Renewals.

Please note that adminstration of COVID-19 vaccinations to migrant workers has ceased from 1 April 2024.

We will monitor any overcrowding and ensure the safety of all our clients and staff onsite at our medical centres.

Common Questions from Employers and Workers

1. Who must be covered under this plan?
The plan is mandatory for eligible Work Permit holders (excluding migrant domestic workers) and S Pass holders who stay in larger dormitories or work in the Construction, Marine shipyard, or Process sectors.

2. What services are covered?
The PCP covers a fixed scope of services that includes work pass medical examinations where required, unlimited consultations for acute and chronic conditions, one annual basic health screening, and telemedicine services.

3. How much does the plan cost?
MOM states that PCP prices range from S$108 to S$138 per worker per year, depending on the assigned Anchor Operator and zone.

4. How much does the worker pay when seeing a doctor?
Workers pay S$5 (excluding GST) for each clinic visit for treatment and S$2 (excluding GST) for each telemedicine service.

5. How does the employer choose the correct provider?
The PCP must be bought from the Anchor Operator that manages the zone where the worker stays.

6. Can workers use telemedicine under the plan?
Yes. Under the current PCP framework, telemedicine is available 24 hours a day for non-urgent consultations, with medication delivery within the zone where the PCP was purchased. From 1 April 2027, telemedicine arrangements will change under MOM’s enhanced PCP, we will update this page closer to the date.
